Follow this steps to display list of tools from category in Joomla frontend
Step 1
Go to menus manager and add a new menu item
Step 2
Enter title (example SEO Tools) then click on select button in menu item type option, modal will open choose Online Web Tools -> List tools in category
Step 3
In Choose a category option click on select then select category , finally save & close
