Every tool in Online Web Tools component is Joomla plugin, first you need to enable this plugins in Plugins manager -> and filter by type OWT
Now go to Online Web Tools Dashboard and click on Tools in left sidebar , then click on Index button to add tools in manager
Note: Deleted tools from tools manager can be indexed again , you need just to click on index button and will be added again.
